This may sound awkward to you but it's not ungrammatical, and we've already discussed this multiple times on this forum.
In English the word "deal" can target someone without using the word "to". The target of the deal, in the quoted case, literally "target", is called the indirect object of the verb. Deal me two cards. I can see the cards you dealt her. I deal it five damage.
They should also rename it to something other than "Kunai's Bane".
Is this ability the bane of kunai? Do kunai fear it? It doesn't make sense, and it's nothing like the original Japanese name 百雷銃, or "Hundred Thunder Arms/Gun". It's a difficult one to translate into English, but surely we can do better.
"Kunai Storm" isn't perfect, but it would capture the vibe of Hyakkuraijū at least somewhat more. It sounds chaotic, and the word "storm" invokes images of thunder and lightning. Either that or "100 Kunai Storm" if we wanna keep it closer to the JP.
