Mount flight inconsistancies on controller

Description of the issue:
while using a flying mount on controller, one can press triangle or circle to move up or down, and the same buttons are used to switch between hotbars 1 and 2 while holding R1/RB


the issue is when switching gearsets while on a flying mount, pressing R1+circle will not lower the mount, but R1+Triangle will

my expectation is that neither should rise or lower the mount.

Platform: PC (not steam)
Frequency: 100%
Party or solo: Any
Area and coordinates: Anywhere with Mount flight
Steps:
1. go to an area where flying mounts can be used
2. fly up with your mount
3. switch to the controller hotbars assigned to the same buttons used to rise or lower the mount
4. the mount will rise while switching to the hotbar that is on the same button, but not lower for that buton
