Forked Tower cipher priority suggestion

According to the liveletter it seems a 48 player PF alliance can enter an Occult Crescent instance together and that it requires each player to submit 1 cipher to enter Forked Tower. A suggestion I'd like to add to this is that if a full party of 8 players all submit ciphers then that party is given the highest priority to enter Forked Tower. That way they have more priority to enter than a random player not involved in the party/alliance. It might be gatekeeping but they're implementing the 48 player party finder. If other players wanted to they would be able to recruit other likeminded players in the PF to enter Forked Tower themselves.
