There are instances running down the full timer filled to the brim with level 20s but not spawning the weather to open the tower because too few of them have completed the story quests to unlock it. The game already tracks this information, so please let us see whether our instance is eligible for the weather to spawn. We shouldn't be risking burning 180 minutes waiting for a raid that won't open.
