Cosmic Exploration FATE failed to initialise in some instances on Bismarck world

Steps:

1. 50+ players were waiting in Instance 2 of Sinus Ardorum on Bismarck world for the FATE "Cosmoliner Central Radius Construction" to begin at 00:01 (just after midnight) AEST.

2. By 0:04 the info bar at the top of the screen had been displaying "starting in less than one minute" for three minutes and people started to check other instances.

3. I moved to instance 1 and in that instance the info bar said "eight hours to the next FATE" suggesting that it had counted as having been run and failed there.

4. People started to report that the FATE was functioning normally in instance 5 so I moved straight there. I don't know what the status was in the other instances.
