This guy is supposed to hand out guildleves for Maelstrom Command for Bald Knoll area, but I can't find him anywhere. Has anybody found this guy?

This guy is supposed to hand out guildleves for Maelstrom Command for Bald Knoll area, but I can't find him anywhere. Has anybody found this guy?
I haven't checked since the patch, but he should be right next to the Bald Knoll Aetheryte.
