The community managers technically read the forums and relay the feedback. But it's like a game of telephone and who knows what the dev team actually hears.
Also, it's not a good thing that they read the JP forums. They cherrypick random 3 like posts on the JP forums as justification for their bizarre moves like gutting Viper days after release, while ignoring the tens of thousands of likes on the JP forums that disagree that Viper is "too busy".
Makes you question where the hell they look for feedback…

Cherrypicked feedback is starting to look more and more like the case if you look at the timeline.
There's no doubt that they are not aware of EVERYTHING that is available and people dislike, but do they care ? That's another story.
It's also always in the direction of making the game easier, at least when it comes to PvE. I don't know what they're afraid of, "invalidating" clears for beating content when the game was easier? Having to actually test past content? It feels like trying to turn a ratchet the opposite way.
They either cherrypick or they already had the same idea and it happened to overlap with a post on JP, which tends to bring up requests for simplifications more often than EN.
They do, issue here is that it still takes them ages... to implement any of the changes. Unless it genuinely breaks something in game or easily exploitable, its not a next patch fix, NOPE, were talk next expansion and beyond.
