In game store popup?
I recommend SE adding an in game store that opens like a pop up, like guildwars 2 did.
It would make it easier to know whats new on the mog station which might increase sales provided each item has enough info on it.
Also it would be useful if people could also resub & extend retainers while in the game using the same store.

Those things are already advertised in the games launcher really, and personally, I don't think further funneling people into a digital store in a subscription based game is the way to go.
GW2 gets a pass here because it has no monthly subscription, the devs need to keep the game running one way or the other, after all.

Most players would say that games doing that is a problem because it shows they are trying to make money over actually making a good game, and FFXIV is virtually one of the only that doesn't do that sort of thing.
Many players have said they would quit if they saw that sort of thing, too.
Yoshi-P has said his reasoning for not having it is due to understanding this and only letting people see it at an Inn is because he doesn't want to flash the mog station everywhere. It's just there for people who want to support the game more or get items they normally wouldn't allow like MSQ character outfits, old FOMO rewards, character appearance potions, etc.

Is this seriously where we are? Absolutely not. No. I cannot think of a line of logic that could redeem such an addition, short of removing subscription fees entirely.

No thanks to a pop-up 'sales' thing.
SE would just implement their usual menu nesting simulator design and ask you to confirm 3 times before allowing you to close the pop-up window.

I bet you Square Enix actually tried to do that. After all, WoW has.
This isn't a case of SE not being greedy. It's that they probably literally do not know how to integrate a payment system functionally into FF14 without causing everything in their junk 1.0 code to implode.

Yoshi-P has already said that he'll never have the cash shop in game.
Honestly, I wouldn't really mind if it was tucked away in a menu somewhere. As long as it isn't in your face trying to make you buy things constantly.

Suggested they change veteran rewards to kupo nuts, which can be used in the back section of the mog post office to purchase shop items (like a gamblers den in the back of a restaurant). So it could be a physical location you can preview things.
In terms of a full on 'pop-up' nah don't do that, just use the cards on login launcher for announcements and stuff (sales).
