Many say the lalafel assassins drop it. so can go to caves near halatali or solo lower caravan in horizon. Drop rate is decent.

Do Caravans in Camp Drybone... the lalafell assassins there drop it much more often... get lucky enough, they'll even drop the +1 that used to fetch a tidy sum at the markets.
