Difficulty is only secondary to encounter variety

In response to Mr Ozma's interview, I'll make it very short: it's less about difficulty tiers, and more about that we need something else than a single boss in the middle of a circular arena regurgitating the same mechanics we've seen since the dawn of times.

If they had good content ideas, they'd be realizing them. The simplest and most logical conclusion here is that they simply don't have any good content ideas. Their most recent new content idea was...*checks notes*...a boss fight in a big arena.
