Mount sinks into the terrain. Still flying.
3. Attempt to talk to NPC
Receive "Unable to execute command while in flight"
4. Land above NPC (Outer La Nosca X19.3 Y15.8 Z0.8) and jump down.
Ground solid.

Mount makes no difference.
Class makes no difference.
Tried to land in the same location on another character (Styg Rehw-bidit - Sephriot) (not in Unlikely Allies quest). They cannot land either.
The whole terrace is affected.
