Unable to transfer home worlds to North America Data center

Steps:
1. Use the Mogstation Home world transfer service and Select Cactaur as destination or any North American world.
2. Unable to select any other world than North American ones as my current home world.
3. I am able to transfer my Europe character to Japan or Oceania or a different Europe world just not North American. Same for Japan characters etc.
