PCT Starry Muse - Ground circle no longer shows up under limited effects

Steps:
1. Turn on limited effects
2. Press the Starry Muse button
3. Observe that the grass ground circle no longer shows up.

I do savage raids with effects set to limited, including my own, because they are too flashy for me to see well during high-precision mechanics. Without being able to see my buff circle, it is now impossible to savage raid with limited effects on for myself. Chain Lightning in m4s is just haha good luck.

It was NOT fun doing reclears with all the unnecessary strobe effects from spells inside Starry Muse, especially when I need to be in precise spots or I murder my entire party.

Update: my static has confirmed they were also not able to see the grass ground circle, with party effects set to limited. They also miss it, as it was a good visual confirmation that buff window has started.

I see this is mentioned in the patch notes as intended? WHY? Nobody asked for this, and it's not appreciated.
