I think it's just the "Rewards already received" legend that appears as 2/2 after alliance completion even if you haven't rolled a gear piece yet. I'm still not sure but I've ran the alliance a 2nd time and I'm still able to need or greed gear. I'll confirm once what I want drops though.
You never get Khloe points in the newest released Alliance raid. I never understood the reason though. They'll give points again in a future patch, either 7.2 or 7.3.
