Blue mage presets are not saving role actions

When submitting a bug report, please use the below template and thoroughly fill out the necessary information.

Frequency: always
World name: Alpha
Character name: Rivvy La
Class/Level: 80 BLU
Steps:
1. Assign Role actions like Lucid Dreaming or Swiftcast to different locations on action bars in two different presets
2. Switch presets
3. Role actions are gone (empty slots - specifically, they are overwritten with BLU actions and not restored when loading a different set)
