QoL Suggestion: Add on-keypress for action tooltips, allow tooltips to show-on-press

There are two suggestions here but they're somewhat interleaved.

We can hide tooltips entirely but sometimes I need the information they contain and modifying users settings is very slow for an active situation. At the same time having the information popping in and out of existence on hover / selection is distracting or view-obstructing during some activities. We also cannot currently toggle display of action tooltips on keypress, only item tooltips.

It would be great to expand the current system for on-keypress tooltip display in two ways:

• Add on-keypress tooltip behavior to the action tooltip system
• Allow inverting the overall tooltip display behavior, so that you could have tooltips not display by default, but show up when a key is held down and a relevant icon hovered over.

Turn on this option, then use /hudlayout to place the Action Help and Item Help elements out of the way.

Yeah, that's really all we can do for the time being. If they decide to run through and refresh the UI layout / display options though, with the settings that currently exist most of the code to implement the suggestion above should already exist, so I'd still love for them to add it at some point. :D
