Melding Not Working?
So am trying to use a rarefied CUL recipe to make collectables to get orange scripts. SO my target (via gillionaire's site) is 672 CP. with the food I have, I can hit 626. So I need under 50 to hit the target, so I meld CD +10 pieces to 5 pieces of gear. 3 of them say +10 bot three say +1... no way to hit my target.
WTF? Why am I killed like this?

Sounds like you were following a bad guide if it didn't advise you on what to meld on each gear piece.
Just like combat gear, crafting and gathering gear have stat budgets that can't be exceeded.
The game also warns you if the materia you are trying to use will exceed the stat budget for the gear piece in addition to letting you know just how much stat will be added before you confirm the meld.
Instead of putting the +10 materia on head, body and hands, put it on earrings, necklace and bracelet since those have a high enough stat budget for CP for you to get the full amount.

While on the meld screen the gears stats are shown at the bottom, and it highlights what you're about to add to it.
You can use this to see the max stats the gear could possibly have, and not meld past that stat cap.

Isn't the stat budget specific to each piece of gear? Re-did my melding (funny, I retrieved what I had applied at 100%, not sure why) and I've now got a very good chunk of CP. It was 586 before I re-did it, 620 after. Issue solved.

Stat budget differs between each piece of gear. If you're trying to meld a stat and it shows up in red, it means doing so will cap out the stat or it already is capped.
For an idea what is on and the CP caps are for each ilvl 690 item:
Main Hand: 0/8
Off Hand: 0/8
Head: 10/11
Body: 6/8
Hands: 10/11
Legs: 0/11
Feet: 0/11
Earring: 81/95
Necklace: 81/95
Bracelet: 81/95
Ring: 42/49
This means melding CP in your Earring, Necklace, Bracelet, then followed by Legs and Feet will give you the most benefit.
