Who can I contact in regards to "events" not being availabe on day 1?

Hi,
I live in South Korea, previously you had the Gong Cha x FFXIV collab. On day 1 and the first week, I visited each of the Gong Cha in the city I live in, and went to other cities (since everything's within 2 hours from me) and none of them had the mount codes available, and most didn't have the keychains. But, also, on day 1, all the codes were on ebay for sale. So, I couldn't get the codes because of that.

So, who do I file a complaint with about this issue?
This isn't the first time and I'm tired of not being able to get collab event codes because they're not available when they should be fully available.

From what I heard (the nearest Gong Cha is in another country hours away, so I haven't gone there myself), some stores didn't even participate at all while others only had one of the items. Some had no keychains and a ton of codes, others had no codes but plenty of keychains. FFXIV's collabs are always a garbage fire like this, unfortunately.
