The top post of that thread sums it up exactly: much stronger in dungeons, especially with the AoE boost; slightly weaker in Extremes and Savage.
The savage tier pretty much has no DPS checks so I'm not sure if it really matters and I'm sure they'll buff it eventually. In the meantime I will have fun trying out Tsubame spam SAM.
This seems to contradict what info I can find from the Balance, which mentions a rough gain of 1% damage on the 2.14s set and 0.8% damage on the 2.08s set (perfect loop).
