Add an option to make term filters case-insensitive

I just had a filtered term show up in my chat, because it was written in all caps and I had filtered it in lowercase. I have also had filters not come into effect because a letter in the middle of it was capitalized. It seems like a pretty significant oversight that people can evade a term filter by simply capitalizing a single letter in the word.
