No. Voice acting isn't needed in every single game.
That's the magic of reading, you can give him any voice you want...

I kinda thought of all the cutscenes to get a VO, it shoulda been the final one. But then again, we still have letter patches...it may well not be the final one.
It just seems odd that the beginning of the game had voice acting and then at some point it just kinda...stopped.
they'll most likely sound like bane, like in the R46 Mission "Futures Perfect"
My opinion here is why double (or more) the cost of making these cutscenes and so on when they are only available for a short period of time?
I agree if this was a finished product they should be VO'd but I take it as a prelude only a few will get to experience, so keeping the cost down so they can maybe allocate it to cutscenes that will be here to stay in 2.0 is much more welcome, which they have confirmed will be included in multiple languages, and increased volume.
I also was bummed the Grand Company speeches weren't VO'd but like I said.....only around for a limited time so meh.
But the cutscenes are still available and or will be slightly changed when 2.0 comes out. Remember we have that Journal in the inn that allows us to rewatch cut scenes
