Currently the {Coeurl's Eye} (eye patch dropped from NM coeurl in shposhae) cannot be traded to GC for seals, like every other lower-tier roaming NM drops. Is this an overlook by the developer's team?

It's 100% drop rate, so I'd bet that's why it can't be traded.
