Why do solution 9 NPCs get more character creation options? (Raid quest spoilers)

I thought it was whatever that they just had hairs we couldn't use but with the recent Arcadion quest releases we meet a character named Black Cat that blatantly has pupils we can't use as well as a slightly different facial structure/eye shape that are not available to us.

Maybe they'll add them later? Maybe I'm just jealous? I dunno

They sad they weren't done and more is coming in patches.

NPCs have always had options not available to players. This is nothing new.

This is most likely the case. Similar to how we see some npcs in solution 9 squatting.

Somethings are NPC exclusive for whatever reason but with enough player feedback they make their way in or are intended to be put in at a later date.

I just mentioned to my friends that people are gonna start crying about the npcs with more features than we can have, demanding we get it immediately
