Chat Filter is case sensitive.

When submitting a bug report, please use the below template and thoroughly fill out the necessary information.

World name: All Worlds
Character name: Anyone who uses the filter
Steps:
1. Filter out the word "Nightclub" because you're tired of people advertising for one in shout chat.
2. People have replaced it in their ads with "nIGHTclub" to bypass the filter.
*Add more steps if necessary

Noticed this almost immediately upon seeing several blocked words with their first letters capitalized in a rehashed FC shout. 10 slots just won't be enough for that.

The profanity filter isn't case sensitive so why is this?
