Visual bug with highlights while foggy in Tempest

Steps:
1. Go to Tempest
2. Needs to be foggy
3. Random white highlights will happen where the light normally hits on character and objects

While in Tempest my boyfriend and I had this weird graphic bug while it was foggy. It happened when we'd teleport out and back in as well. We were at the npc Grenoldt for role gear in Shadowbringers. We think its an issue with lighting in that zone.
