Allow Decoupling of Manafication and Prefulgence

I really appreciate the option to decouple abilities that turn into other abilities and assign each to their own hotbar slot, but I dislike that it's arbitrarily offered. I know it's only offered for abilities that immediately change to a different one, but I don't see any reason why that should be the case, if I'm being honest?

I think this works as general feedback for many jobs, as full customization of your UI and hotbars is a crucial element to a well designed mmo, but in the case of RDM specifically, my Manafication key isn't a key I really want to press more than once every 110 seconds due to its location, but I already have the muscle memory for it to be where it is. I have a perfectly comfortable key I would love to put Prefulgence on, but I don't want that key to function as Manafication when I don't have the Prefulgence Ready buff.

I tried to manually assign it with chat commands, but it just says "“Prefulgence” is not a valid action name.", presumably because it is in the "unassignable actions" category. This restriction is frustrating and arbitrary and I don't understand why I can't set my hotbars up the way that's the most comfortable to me.

I support this idea as more customization options is always good.

But more than having more separation options, I would love to see more options to combine buttons. There are several opportunities to do so in lots of classes.
