Audio for housing water features has Volume control issues

Housing: Any, using the "Waterfall Partition" as a striking example

Steps:
1. Enter a house
2. Place down a "Waterfall Partition"
3. Hear the lovely water sound effects
4. Attempt to mute them using the various volume options
5. Notice that no option except Master Volume will mute it
6. Furthermore, notice that the audio will play when tabbed out as long as the "Play sounds when window is not active" button is selected, even if others are unselected

The above image shows settings in which the audio is still audible, despite all supposed options being turned off. Normally it would be expected that Sound Effects or Ambient Sounds would control this feature.
