Area and coordinates: Tuliyollal, X13.6 Y14.3
Steps:
1. Accept main story quest "Drowned Vestiges"
2. Before making any progress on the quest, go to Tuliyollal
3. The NPC Otis is at the location described above, with the dialogue he has if you speak with him in Heritage Found (he is still in Heritage Found as well)
