Glare/bloom effect causing strobing with DLSS

Steps:
1. Look at object which emits glare/bloom lighting (such as purple lighting in Zone 6 DT)
2. Enable DLSS
3. Walking back and forth and you will see that the glare strobes in and out depending on distance. The closer you are the quicker the strobe effect, the further away the slower and more pronounced.

This can create significant eye-strain, and poses a risk to those with epilepsy.

I believe this has to do with the glare/bloom effect that comes from objects such as the purple lighting in 7.0 zones 5 & 6. Also same issue is present in Gold Saucer, and other older content which uses strong lighting effects such as the blue lights in Prae.

Previously this effect could be completely disabled, however now the glare setting for 'off' doesn't seem to do anything. Allowing this setting to be completely disabled could provide a very easy fix without need for significant changes to lighting.
