Steps:
1. Finish final quest of Endwalker “The Coming Dawn”
2. Have not yet accepted the first quest of Dawntrail “A new world to explore”
3. Attempt to go to the inn room in the Baldesion Annex. You are unable to choose to go to the inn room as Ojika Tusnjika only gives an option to start the next main quest.
