how can i get some clusters do they drop off mobs or do u need to buy them
The garlean guys up by Castrum Novum In Mor Dhonna drop various clusters. They are around level 54 though can be soloed but would help to take a friend. I'm sure there are other places you can get them but I was there last night and noticed them dropping regularly.
You can also get clusters from Elementals. They tend to pop up in a single spawn at random locations with a low proc rate though. There are a couple of leves however, that do have elementals. I know one of the Flames GC quests involes poking elementals and ive gotten a few clusters there.
Apart from that you can buy them from NPC at hamlets though I think they are around 21K
You can earn clusters from gatherer leves, too
And in Black Shrouds there are some caves with elementars
