Drill is longer affected by skill speed after gaining a second charge at level 94

Steps:
1. Equip SKS gear on level 94+ machinist
2. Hover over any single-charge tool or combo ability
3. SKS affects tools and combo abilities to reduce GCD time
4. Below 94, SKS reduces the cooldown of drill
5. At 94 or above, drill gains a second charge and SKS no longer reduces the cooldown of drill.

This is sadly intended. Weaponskills with charges do not scale with SkS.

Soul slice says that it does not scale with SkS - "Recast timer cannot be affected by status effects or gear attributes." Drill has no such tooltip
