DRK Unleash/Stalwart Soul and MCH Drill/Bioblaster do not scale off of Skill Speed

Noticed this after a few hours of play with some slight feelings of my AoEs being slower than my Single Targets on DRK and my MCH rotation slightly drifting. Even with 737 Skill Speed on MCH(2.45 Recast for skills) Drill/Bioblaster is 20s Flat and DRK Skillspeed being 770(also 2.45 Recast for skills) Unleash/Stalwart Soul is 2.5s flat as well.
