Before DT launch, this was an option. But now the settings only allow "Normal" or "Low" for Glare. I've always had Glare off because the bloom effect is too bright. Now I have a difficult time going to some maps because I'll have a headache :(

I cancelled my sub over this just now. It's unbelievable. I can't even go in the gold saucer anymore.
I was searching the net in hopes to find a workaround for this. I also play with Glare off and even after messing with the settings, it doesn't seem to go away. I'm not a big fan of the bloom effect so I hope this gets addressed.

Keep pushing... We need to be able in order to turn off again the effect Glare.
title says it all. light-sensitive and ADHD, glare and bloom are the two worst things for me. too much information and light. can't compute. hurts (physically!) when looking at it.
This is heavy spitballing, but have you seen the posts regarding altering some of the rendering toggles? In those cases, some options that have been removed are still able to be invoked(or disabled as the case may be), by manually editing your config file to match the settings you want, and then made read-only so the game can't try to auto-assign current values. Try this:
Find the <Graphics Settings> heading in FFXIV.cfg
Find the "Glare" line, change the number to 0. "Glare 0"
Add the line if it doesn't exist.
If it does and it's already 0, then unfortunately they probably either changed what values do what, or stopped using the glare variable.
I don't know if this will actually work or not, but it's worth a shot. My guess is that they only dummied it out, rather than removed the function.
It doesnt work through FFXIV.cfg, somehow it doesnt do anything no matter which values you put in it.
Just hope square enix actually listens to players and fixes the option.
I was going to make a post about this. I noticed the bloom as soon as I logged in and thought I was losing my mind when I couldn't turn it off. I have to look away from the screen in some areas.
I really hope they add the option back to just turn the glare off altogether.
It feels really strange to just take away, I can figure a solid reason for it.
Seems that the first attempt to report the removal/change to the "Glare: off" option as an issue/bug got moved to "Bug Reports > Working as Intended" (link bellow)

Unless i'm misuderstanding they're sweeping the issue under the rug.
That post (https://forum.square-enix.com/ffxiv/...ng-as-expected) used to be in "Accepted Bugs" for a few days. Seems like they're sweeping it under the rug since it got moved :/
I also sent in a ticket mentioning that disabling bloom doesn't work anymore, and all I got was an automated "it's a internet connection issue talk to your ISP". Which, makes no sense?
I'm personally unsubbing until (if) they fix it, game is unplayable for me as of now and I'd rather not get headaches after 10 minutes of playing.
