Venture coffers

Do you only get venture coffers when you are max level? Was trying to get a retainer fantasia before Dawntrail and never got lucky with the double mooch of lootboxes. Haven’t had a single coffer since the patch. I know I could just reset my retainer back to L1 to change to FemRoe, but I’d rather not have to. I know I did the same thing when they added Viera, but I don’t think the fantasia was in a loot box at the time just a straight drop.

I also know I could just buy one from market, but I haven’t bought a single thing off the market in this game and I don’t plan on starting now lol

I know they were max level loot from quick venture coffers in EW so I would assume they'll be the same in DT.
