New Dynamis Worlds not displaying, players from those worlds while show as UNKNOWN

Steps:
1. Go to Data Center Selection
2. Only Halicarnassus, Maduin, Marilith & Seraph are Listed
3. Kraken, Golem, Cuchulainn, & Rafflesia are missing
4. Players from those worlds show as Unknown on friends list on other NA DC worlds.
5. Send a tell to a Dynamis player while they are visiting a DC outside of Dynamis.
6. The tell will not go through, nor can any Dynamis player send a tell to any player on another DC while DC traveling outside of Dynamis.

I have tried and tested sending tells and other methods of communication with Dynamis players from the new worlds while they visit over Data Centers. The only method of communicating with them is inviting them to a party. Tells do not work from either the player on Primal/Aether/Crystal or a player from the new Dynamis worlds while the player from the new Dynamis worlds is DC traveling.
