Could Heritage Found be FFIX's Alexandria? One picture during the last LL looks a little bit like it. What do you think? P:

A shallow reference to it? Probably. Gotta stress this is the FF IX expansion after all.

doesnt look like alexandria at all to me, looking at the concept art it reminds me more of midgar then anything what with the giant plate hovering over a poor dilapidated town and all that (unless they show off more of the town then iam aware of all i could find about the place is 2 concept arts)

I agree, those two screenshots don't really look like Alexandria. But that one, that's definitely more like it (I think that's the one we're talking about):
