Why not Proximity based Damage of Gap Closers instead of Damageless Gap Closers?

I mean why couldn't we apply the same logic of Warp Strike from the FFXV Event to the Gap Closers? I see the reason to discourage the use of Gap Closer in Melee Range for Damage but removing damage outright? I'm not a Fan of that.

I rather penalize Melee Ranged Gap Closer Usage with incredibly low damage, like below auto attack+ a small Cool Down Delay Penalty.
