Attempted Data Center travel to Bismark resulted in Maximum Character notification

Steps: Attempted to use Data Center travel to Materia
1. Selected the world Bismark
2. Dialogue popped up that stated that I had the maximum number of characters allowed on that world / Data Center
3. Checked that I had 0 characters created on any Materia Data Center worlds
4. Attempted Data Center travel again
5. Successfully executed Data Center travel, this time to Ravana
6. A later check at 10 AM did not result in this dialogue opening up
