theory crafting: potencies?

With this thingy majig I am working on, I have to take multiple angles for the various parts of it to work. I am talking about theorycrafting a job. (I really need more eyes on this project- but too anxious to show it in its current state)
So I was designing a rotation and found some groove of it that could in theory work (cannot be play tested). However, I ran into a problem: potencies.
Potencies definitely matter and can really change the outcome of a healing or damaging button. I know for each job it differs- some do more damage than others. I have poked around different jobs and looked at their potencies. To my surprise, some of the hardest hitting dps don't have crazy levels of potency and some of the softer hitting jobs have something decent to work with in that respect. So it is likely down to the stats with how potency influences how hard or not hard their attacks hit.

I'm trying to get a basic understanding on it. I admittedly haven't put much thought into how damage potencies influence how I play- I spent a majority of my time in this game as a healer. Healers notoriously lack consistent dps buttons in their kit. I'm by no means a bad healer but I also have not optimized it yet either (I'm a casual player but I do want to eventually try some of the harder content. Well, first I'll need my computer...).
I tried researching into AAs as a baseline and so far the answers I've came across mostly concern dps- which is understandable. AAs on most jobs are in melee range and many jobs take advantage of AAs for their gages. I want to try looking into astrologian specifically. It really annoys me I cannot go out and test this myself (if I could text it rn I would record some numbers and ask some much more math-adept people to help me figure it out).

This is a round about way of asking how I might scale potencies for astrologian specifically when making a hypothetical damage rotation? I want to make sure it is balanced and fun without losing the job's core identity. I'm already over 1K words (I'm not even half way done) deep into this project so I thought: why not put thought into this aspect when making new buttons or changing things?
I understand that DT is right around the corner and astrologian is about change greatly (for the better or worse- cannot say that I'm entirely optimistic)- I'm mostly just bored out of my mind and too intrigued to not fixate.

Potency is a way to compare actions within a single job against each other. Unless an action has autocrit, autodhit, or elemental stance effects (BLM), or is a DoT, a 200p action on JOB does twice as much damage as a 100p action on JOB. DoT potencies will be just very slightly higher than listed if you have any speed at all, but this usually won't make a difference to deciding which action to use based on potencies.

If you want to compare them between jobs, you have to account for traits like Maim & Mend, and multiply the potencies accordingly.

You only need to consider traits when comparing one job against another job. If you're only concerned with finding the optimal rotation for a job, you mostly* don't care about other jobs' actions, and you can just compare that one job's base action potencies against each other. For example, it doesn't matter that AST has Maim & Mend II for a +30% increase to all actions; a 200p action is still twice as much damage as a 100p action whether you consider that +30% increase or not: 200p/100p = 2, 260p/130p = 2. Any traits that are actually important to consider will reflect their changes in the Action Helps for the relevant actions, except for BLM whose elemental bonuses and penalties are hidden.

* Jobs' optimal rotations only care about other jobs' actions insofar as the alignment of party buffs affects them, but the timings for these are already set and unlikely to change in DT.
