Changes:

Actions before level 60 will be learned every 4 levels instead of 5.
Actions after level 60 will be learned every 3.33 levels rounded down, making a sequence of 3-3-4.
Spinning Scythe will be learned before Hell's Ingress/Engress, allowing you to have access to AoE in all dungeons.
Tempered Soul will be learned before Glutony to fill the absence of actions of the new level 70.
Sowsoul, Harvest Moon and Enhanced Arcane Crest will be learned before Enshroud in order to maintain the importance of learning this ability at level 80.

Consequences:

At level 16 you would have AoE.
At level 50 you would have Blood Stalk and Soul Slice.
At level 60 you would have Gibbet, Gallows and Arcane Circle.
At level 70 you would have Gluttony and 2 charges of Soul Slice thanks to Tempered Soul
At level 80 you would have Enshroud, Lemure Slice and Lemure Scythe
At level 90 you would have everything.
Reaper will be even more broken at lower levels. To mitigate that, they would probably have to nerf some early numbers and add one more Death Scythe Mastery.
