Getting all start Squad members.

Steps:
1. Reach Second Flame Lieutenant
2. Unlock Squad
3. Get Three Squad members automatically.
4. Don't Receive the fourth Squad member to be recruited by the papers on the table there by getting blocked from advancing as you can't do anything with only three Squad members and after months still haven't gotten offered the Fourth required member as a recruit. All the infomation have been able to gather on the web and from other players say that I should have gotten 4 squads members in total on unlock 3 that you automatically recieve and one you need to recruit through the papers (which is marked by at !) I never gotten that fourth member and never seen that ! over the papers.. I have three other characters that have reached this rank and all three also got that fourth member right away. Hence why i assume this to be a bug somewere on my character.
