PS4 Hotbar Cycle

Hello. While in a fight today, my hotbar glitched out, and now the R1 cycle no longer works properly. Hotbar 2, and Hotbar 8, are no longer in my cycle, despite them definitely still having many things assigned. Only 1, and the pet hotbar, seem to be functioning. I know you can hold R1 and manually select or do that really weird triple layered stacking thing [that i really don't like], but to be honest, I just want my cycle function to work right again. I even tried fully resetting my config for it to default, and it didn't fix the issue either.

I'm one of those weird players that just really likes the r1 tap to cycle. it's what i've grown accustomed to, what i'm lot faster with. Help?

EDIT: when i swapped from one class to another and switched back it...fixed itself? how odd....

/characterconfig > Hotbar Settings > Custom > PvE Settings* > Set Selection

The bars that are enabled when your weapon are drawn are different from when your weapon is away. This allows you to ignore bars that contain only out of combat actions during combat, or combat only actions out of combat.

*if you participate in PvP remember to change your PvP Set Selection also.
