Why is it fine to have a leaderboard for pvp and deep dungeons but not for raiding?

i do not have a problem with Deep dungeon or pvp leader-board

i think a leader board for raids and vc dungeon (ultimate & savage) would be neat and could work the same way as the deep dungeon one, could expound further but am lazy.
