The title says it all. I was checking around on random crafts and seen the head, body, hands and feet for highland set in ltw 36-40 area but I couldn't find the legs for Highland.
Was this always incomplete and I just never noticed?

I don't think there is legwear connected to this set. ARR was less particular about having complete sets and there are plenty of other gear pieces to wear.
The only character I'm aware of who wears the Highland set is Rielle from the DRK quests – she has the smock and boots but just wears plain tights with it.
According to this listing, there is indeed alas no legwear included in this set curiously. I guess it's just one of those weird choices the development team made when they designed it.
