Is it possible to tweak it so if the character is native to said world that their priority is over those of visitors?

Just make it so you have the same privileges as a free player when visiting another world and cannot progress achievements when not on your own world.

It's a bit silly to have priority between visitors and your own homeworld just because of hunts.
The only real priority that matters, especially in the coming congestion of DT, is login priority queue into a player's homeworld vs. someone in-game jumping worlds. And now with DC Travel in mix, there'll probably be a priority system there.
Having an in game priority system would then impact those logging into their own homeworld. It's in my opinion that players logging in to their own home should not be affected by a player's in-game actions just because of (in your scenario) getting to a hunt faster.

It was actually intended to give priority to people from that world, from what I remember reading, it just didn't work that way in practice.
I think they must have meant that logging into the world (including via DC travel) has priority over the world visit queue (which it does). But it does make sense to allow people whose homeworld it is to be in a different queue that is after login queues but before world visit queues are processed.
