Kai-Shirr custom deliveries problem

Im working on Kai-Shirr custom deliveries and i have him at level 4 satisfaction, but even if I have allowances available, when I talk to him he just says a phrase but the devileries menu does not appear.

Is there any restriction to go from level 4 to level 5 satisfaction with him or is a bug?

There is often a short quest or two that need to be done part-way through a custom delivery chain before you can continue with the deliveries.
Check if you have done the quest "Commercially Flyable"
