do you happen to have a picture of the cover you're referencing? Because going off of the pic you posted, it really seems like no lipstick would be better for achieving a similar look.
If you try to emulate the hair in that pic, there's one I could think of but it has a headband attached to it so that might be a dealbreaker.

That just looks like exaggerated difference in the skin colour in that one illustration. If it's not how he's shown in the anime, go for logic over precise colour-matching to the image, especially when other official images contradict it.

If you insist on having some kind of lip colouring then at least try to match the image directly rather than match Arya because she loosely resembles the image. Compare the lips to the rest of the skin colour – they're just a darker shade of the same colour as the rest of the face.

You want to use the orange row of lip colours to find the right balance of realistic-looking but darker than the face. But then again, the default "no colour" lips on that face are already dark compared to the face.
