To be fair, you can't always know what someone's first language is. This could be a language barrier situation, and you're not really making yourself look good here, just judgemental.

Non-native speakers of English usually make different types of errors. And not using capital letters is not a language issue. It is either laziness or a broken keyboard.

Being a snob about capitalization is stupid. now i'll just do it to annoy you because not using capital letters is indicative of nothing, and often very common among young people who spend a lot of time online. whereas i'm a little older and will use proper punctuation even when it's not necessary. it means nothing, and you're just being an ass.
