Raptorskin Survival Belt:
+12 Output
+12 Perception

Raptorskin Survival Belt +1:
+12 Output
+14 Perception

It should have the bonus applied to output as well..

As the people in the in-game bugs section told you, it is correct. Have you looked at any other piece of HQ armor? Usually only one stat is ever boosted.
